The city of Powell is located in Park County, Wyoming, on the eastern side of the Yellowstone National Park. It lies between the Big Horn Mountains in the East and the Absaroka Range in the west.
The area where the city now stands was originally inhabited by the Blackfeet, Crow, and Shoshone Native American peoples. In 1904, the area became part of the reclamation initiative under the Shoshone Project, which sought to build the Buffalo Bill Dam in order to irrigate the Bighorn Basin for agriculture.
Settlement of Powell began in 1908. The city became a hub for agriculture, and the people prospered from growing crops like barley, beans, corn, and sugar beets. Today, the city is home to more than 6,300 people. In 1994 it was designated an All America City, a recognition given by the National Civic League to municipalities whose citizens have successfully tackled challenges because of community-wide cooperation.
